The Tactful Typist correctly guessed this screenshot as being from the 1942 comedy A Yank at Eton. Mickey Rooney and his classmates had just hopped aboard a japoly ( getting a friendly push from another car ) to race back to Eton to get even with a young lad who needed a come-uppance.
